The Ho-Chunk Housing and Community Development Agency (HHCDA) is a nonprofit organization and the Tribally Designated Housing Entity (TDHE) for the Ho-Chunk Nation, recognized by HUD. Our mission is to support safe, affordable housing, economic resilience, and cultural preservation through programs that reflect the values of our Nation and uphold federal and nonprofit accountability standards.

Since 2002, we’ve served as a central hub for housing assistance, community development planning, and inclusive community engagement.

HHCDA primarily serves enrolled members of the Ho-Chunk Nation and their families, with program eligibility guided by specific federal, state, or grant-based requirements.

While some programs — such as those funded through NAHASDA — may prioritize tribal households, other services (e.g., community wellness, family support, CRTC, or emergency resources) may be extended to a broader audience, including residents within tribal communities. This reflects our commitment to cultural stewardship and shared community benefit, in alignment with funding compliance.

We provide a wide range of services across five core areas:

• Rental Housing – Property management, tenant services, emergency housing
• Elder & Accessibility Services – Weatherization, home modifications, and supportive housing navigation
• Community Empowerment – Cultural programming, youth initiatives, and family wellness education
• Disaster & Crisis Response – Emergency assistance in times of need, including water, heating, and safety repairs
